Small businesses are building AI faster than they can govern it, a new survey finds

AI Implementation

On October 12, Pax8 released its Q3 2026 SMB AI Pulse Report. Pax8 sells AI and cloud software to small businesses through IT service providers, so read this as vendor research. It surveyed 1,150 owners and technology decision-makers at firms with 5 to 499 employees in the US, UK, Germany and Sweden, including 400 in the US.

According to the release:

  • "Two-thirds of AI-engaged SMBs have developed one or more AI solutions now in regular use." In the US, the figure is 81%.
  • In the US, 36% of those builders have a formal, documented review of what they build. Another 41% review consistently but don't write it down.
  • 35% of AI-engaged businesses found AI running without approval in the past six months.
  • Among businesses that paid for AI in the past year, 49% received at least one bill or usage charge higher than expected. In the US, it was 57%.

Pax8 says results for smaller subgroups are directional. The bill figure covers only businesses that paid for AI.

What it means for an SMB

  • Count what you've built. The release doesn't define "built," so assume it can include simple automations or custom assistants your team set up. Each one needs an owner.
  • Look for unapproved tools. A short sweep of who is using what often turns up tools nobody signed off on.
  • Cap the spend. Set usage limits or alerts on every paid AI tool, and read the first invoice closely.
  • Write the review down. A one-page checklist beats review that lives in someone's head. Our Earned Autonomy guide shows what to track as a tool earns more trust.
